Mr. Leonard Collins is Of Counsel in the Tallahassee office of Broad and Cassel. He is a member of the Firm's Government Relations, Real Estate, and Commercial Litigation Practice Groups.

  • Mr. Collins focuses his practice on government relations and civil and administrative litigation. He has represented clients in in Circuit and Federal Courts throughout Florida and the United States, drafting various motions and briefs and preparing complex cases for trial. 
  • His practice representing local governmental bodies, special districts, and similar entities includes experience in administrative litigation, particularly with respect to bid  disputes and other types of procurement proceedings involving state agencies, professional licensing, permitting defense and challenges, rule challenges, variances and waivers and administrative appeals.
  • Mr. Collins served as General Counsel to U.S. Senator Marco Rubio from 2011-2013. He served as Sen. Rubio's legal counsel before the U.S. Senate Ethics Committee, U.S. Senate Rules Committee and the Federal Elections Commission. He ensured that Office of Senator Rubio and that Senator Rubio himself were in compliance with the letter and the intent of the law.
  • Mr. Collins also served as the Assistant General Counsel to the Florida Department of Transportation where he was lead counsel on multi-million dollar litigation focused on construction/design defects and class action lawsuits. He conducted and defended depositions, attended hearings, drafted motions and briefs and prepared complex cases for trial.
  • From 2006 to 2008, Mr. Collins was the Parliamentarian of the Florida House of Representatives where he assisted the presiding officer and members of the House with the application of the state constitution, the rules of the House and parliamentary authority to legislative proceedings.
  • Prior to his House service, he worked as an attorney in private practice, and as an assistant state attorney in the 11th Judicial Circuit in Miami.
Mr. Collins is an active member of various professional and community organizations. He is a Board of Trustees member for the Florida Coalition Against Domestive Violence Foundation (FCADVF).
