Mr. David Miller is a Partner in the Tallahassee office of Broad and Cassel. He is a member of the Firm's Appellate, Commercial Litigation, Insurance and Financial Services and Labor and Employment Practice Groups, as well as the Firm's Constitutional Law and Governmental Litigation team.

  • Mr. Miller has handled a broad range of complex civil cases involving government contracts and benefits, state and local tax, economic crime, class actions, private contracts, insurance coverage, employment law, civil rights, land use and constitutional law issues. He has handled more than 100 appeals in his career.
  • He has participated in many of the firm’s high profile cases, including the precedent setting citrus canker inverse condemnation cases before the State Supreme Court and United States Supreme Court. This case established liability resulting in $70 million compensation being paid to citrus nurseries.
  • He also participated in a class action case on behalf of physicians for compensation from the state Medicaid program, resulting in a $96 million court approved settlement.  Mr. Miller was involved in another class action resulting in the recovery of approximately $50 million and a permanent injunction against an unconstitutional tax for a class of health care providers.
  • Mr. Miller has represented both employees and employers, including a state university, in job discrimination and other employment actions.
  • Prior to joining Broad and Cassel, Mr. Miller supervised the Florida Attorney General’s antitrust, civil RICO and consumer protection units for four years, and spent 11 years in the Attorney General’s office handling civil litigation, primarily on issues relating to state and local tax and economic crime.
  • Mr. Miller has been named as a "Florida Super Lawyer" by Super Lawyers magazine in 2010-2014.
  • Mr. Miller is an AV Preeminent®-rated attorney by Martindale-Hubbell, achieving the agency’s highest marks for both competency and ethics.
Mr. Miller served as an editor of the Florida Bar Journal for 12 years and was recognized as an outstanding editor in 1996 and 1998, and served for 6 years on the Florida Bar Appellate Rules Committee, including chairing two subcommittees and serving as Secretary. Mr. Miller is involved in various community and professional organizations.
